——the assignment examples in 5.1 and 5.3 are deleted;
——the combination of the first and second characters of a WMI assigned to China in 5.3 is supplemented;
——the requirements of 5.4.2 on annual output are modified;
——the “Application for assignment of world manufacturer identifier (WMI)” in Annex A is adjusted.
This standard is prepared by reference to ISO 3780: 2009 Road vehicles - World manufacturer identifier (WMI) code.

Road vehicle - World manufacturer identifier (WMI) code
1 Scope
This standard specifies the content and composition of world manufacturer identifier (WMI). The world manufacturer identifier (WMI) is the first part of vehicle identification number (VIN) in GB 16735.
This standard is applicable to automobiles as well as incomplete vehicles, trailers, motorcycles and mopeds.
It may also serve as a reference for other vehicles to be marked with VINs.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB 16735 and the following apply.
3.1
world manufacturer identifier; WMI
the first part of vehicle identification number (VIN) used to identify the manufacturer of the vehicle. Where being assigned to a certain vehicle manufacturer, it can be used as the identification mark of the manufacturer. Where used together with the rest part of the VIN, it is sufficient to ensure the VIN uniqueness of all vehicles manufactured in the world within 30 years

4 General characteristic requirements
4.1 The WMI consists of three characters by using the following Arabic numerals and capital Roman alphabets only:

4.2 The authorized organization assigns one or more WMIs to the vehicle manufacturer, and shall file the assigned WMIs with the international agency authorized by ISO.
Note: the international agency authorized by ISO is Society of Automotive Engineers (SAE).
4.3 After the last year of use of WMI that has been assigned to a vehicle manufacturer, the authorized organization shall not reassign it to other vehicle manufacturers within at least 30 years.
5 Specified character of WMI
5.1 First position
The first character of a WMI is an alphabet or numeral assigned by the international agency to indicate a geographical area. According to the expected demand, one or more characters may be assigned to a geographical area.
5.2 Second position
The second character of a WMI is an alphabet or numeral assigned by the international agency to indicate a country or region within a specific geographical area. According to the expected demand, one or more characters may be assigned to a country or region. The combination of the two characters may ensure the unique identification of a country or region.
5.3 Assignment of the two characters
The international agency has assigned the combination of the two characters to each country, among which the character combinations assigned to China are L0~L9, LA~LZ, H0~H9 and HA~HZ.
5.4 Third position
5.4.1 The third character of a WMI is an alphabet or numeral assigned by the authorized organization to indicate the specific vehicle manufacturer. The combination of the first three characters may ensure the unique identification of a vehicle manufacturer.
5.4.2 The authorized organization shall use the numeral 9 in this position to identify all vehicle manufacturers of less than 1000 complete and/or incomplete vehicles per year. For such vehicle manufacturers, the characters that fall in the 12th, 13th and 14th positions of a VIN shall be designated by the authorized organization to ensure the unique identification of a vehicle manufacturer.

1 范圍
本標準規定了世界制造廠識別代號的內容與構成。世界制造廠識別代號(WMI)是GB 16735中所述的車輛識別代號(VIN)的第一部分。
本標準適用于汽車及其非完整車輛、掛車、摩托車和輕便摩托車。
其他需要標示VIN的車輛可參照執行。

3術語和定義
GB 16735界定的以及下列術語和定義適用于本文件。
3.1
世界制造廠識別代號 world manufacturer identifier；WMI
車輛識別代號(VIN)的第一部分，用以標識車輛的制造廠。當此代號被指定給某個車輛制造廠時，就能作為該廠的識別標志，世界制造廠識別代號在與車輛識別代號的其余部分一起使用時，足以保證30年之內在世界范圍內制造的所有車輛的車輛識別代號具有唯一性。
3.2
授權機構 authorized organization
經國家汽車主管部門授權，承擔WMI分配與管理工作的機構。
4一般特征要求
4.1 WMI代號由三位字碼組成，WMI代號中僅應使用下列阿拉伯數字和大寫羅馬字母：

4.2 由授權機構為車輛制造廠分配一個或幾個WMI代號。授權機構應將已分配的WMI代號向ISO授權的國際代理機構備案。
注：ISO授權的國際代理機構為美國汽車工程師學會(SAE)。
4.3 已經分配給某個車輛制造廠的WMI代號，在此代號使用的最后一年之后，授權機構至少應在30年之內不將其再分配給其他的車輛制造廠。
5 WMI代號的指定字碼
5.1 第一位
WMI代號的第一位字碼是由國際代理機構分配的、用以標明一個地理區域的字母或數字字碼，根據預期的需求，可以為一個地理區域分配一個或多個字碼。
5.2 第二位
WMI代號的第二位字碼是由國際代理機構分配的、用以標明一個特定地理區域內的一個國家或地區的字母或數字字碼，根據預期的需求，可以為一個國家或地區分配一個或多個字碼。通過第一位和第二位字碼的組合使用可以確保對某個國家或地區的唯一識別。
5.3第一位及第二位字碼的分配
國際代理機構已經為每一個國家分配了第一位及第二位字碼的組合，其中分配給中國的字碼組合為L0～L9、LA～LZ、H0～H9、HA～HZ。
5.4 第三位
5.4.1 WMI第三位是由授權機構分配、用以標明特定車輛制造廠的字母或者數字字碼。通過第一位、第二位和第三位字碼的組合使用可以確保對車輛制造廠的唯一識別。
5.4.2授權機構應在此位置上使用數字9用來識別所有完整車輛和/或非完整車輛年產量小于1 000輛的車輛制造廠。對于此類車輛制造廠，VIN的第十二、十三、十四位字碼應由授權機構指定，以確保對車輛制造廠的唯一識別。
6 WMI代號的分配和備案
6.1 車輛制造廠應向授權機構申請WMI(申請表參見附錄A)，經批準、備案后方可在車輛上使用。
6.2進口車輛制造廠應向授權機構備案進口車輛產品使用的WMI。
7標準的實施日期
本標準自標準實施日期起執行。
