Scope
本文件規定了水泥單位產品能源消耗(以下簡稱能耗)的限額等級、技術要求、統計范圍與計算方法。
This standard specifies the norm level, technical requirements, statistical range and calculation method for the energy consumption per unit product of cement (hereinafter referred to as “energy consumption”).
本文件適用于通用硅酸鹽水泥生產企業用能單位能耗的計算、考核，以及對新建、改建和擴建項目的能耗控制。
This standard is applicable to the calculation and assessment of energy consumption for common portland cement production enterprises as energy-using organizations, as well as the control to energy consumption of new, renovated and extended projects.

在統計報告期內，用能單位生產水泥熟料消耗的各種能源，折算成1t水泥熟料消耗的能源量。
