3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 39560.1 and SJ/T 11468-2014 and the following apply.
3.1
electrical and electronic products
equipment and matching products that operate on the basis of current or electromagnetic fields, or are intended for the generation, transmission, and measurement of current and electromagnetic fields, with a rated operating voltage of DC not exceeding 1,500V and AC not exceeding 1,000V, in which equipment involved in the generation, transmission, and distribution of electrical energy is excluded
3.2
hazardous substance
substance harmful to humans, animals, plants, and the environment
Note: A list of hazardous substances restricted for use in this document is provided in Annex A.

3.3
homogeneous materials
materials consisting of one or more substances and containing uniform parts
[Source: SJ/T 11468-2014, 2.5.6]
3.4
components
structural units with certain functions or uses in electrical and electronic products
3.5
test units
samples that are directly submitted for tests without further disassembly
3.6
environment-friendly use period
period during which the hazardous substances contained in electrical and electronic products will not leak or mutate, and will not cause serious environmental pollution or severe damage to persons or property when the products are used normally according to the product instructions
Note 1: The environment-friendly use period is generally measured in years.
Note 2: The starting date of the environment-friendly use period for electrical and electronic products is the production date of the product.
Note 3: The word "contained" refers to that the content of hazardous substances restricted for use in the products exceeds that specified in 5.1 of this document.

3.7
catalogue for compliance management of restricted use of hazardous substances in electrical and electronic products
product catalogue formulated for the management of the restricted use of hazardous substances in electrical and electronic products, including the categories of electrical and electronic products, the types of hazardous substances restricted for use, the time limits for restricted use, exemptions, etc.
Note: This catalogue is issued or updated by the competent department of restricted use of hazardous substances in electrical and electronic products. See Bibliography [1] for the first batch of catalogue for compliance management of restricted use of hazardous substances in electrical and electronic products.
3.8
exemption
technical applications of certain hazardous substances in electrical and electronic products with their limits not specified or relaxed in laws and regulations within a certain period, due to limitations such as technical or economic factors
Note 1: The exemption list is issued or updated by the competent department of restricted use of hazardous substances in electrical and electronic products.
Note 2: See Bibliography [1] for the supporting exemption list of the first batch of catalogue for compliance management of restricted use of hazardous substances in electrical and electronic products.

4 Classification of electrical and electronic products and requirements for restricted use of hazardous substances
See Table 1 for the classification of electrical and electronic products and the requirements for restricted use of hazardous substances.
Table 1 Classification of electrical and electronic products and requirements for restricted use of hazardous substances
No. Category of electrical and electronic products Classification of electrical and electronic products Requirements for restricted use of hazardous substances
1 Category I Products included in the Catalogue for Compliance Management of Restricted Use of Hazardous Substances in Electrical and Electronic Products Conformance to Clause 5 and Clause 6
2 Category II Products not included in the Catalogue for Compliance Management of Restricted Use of Hazardous Substances in Electrical and Electronic Products Conformance to Clause 6 a
a According to the relevant requirements of the Administrative Measures for the Restricted Use of Hazardous Substances in Electrical and Electronic Products, Category II electrical and electronic products are encouraged to meet the limit requirements of Clause 5.
5 Limit requirements
5.1 Limit requirements
The types and limits of hazardous substances restricted for use in each homogeneous material of electrical and electronic products shall meet the requirements of Annex A.
5.2 Test methods
The determination of the content of hazardous substances in electrical and electronic products shall be carried out in accordance with the methods in the corresponding parts of GB/T 39560.
5.3 Conformity judgment requirements
5.3.1 Classification and requirements of test units
For testing according to the test methods in 5.2, in accordance with the basic principle of disassembling into homogeneous materials as much as possible, the electrical and electronic products shall be disassembled into test units according to the process and requirements of GB/T 39560.2 and classified according to Table 2. In case of any overlap in the classification, the products shall be classified in the order of EEP-A/EEP-B/EEP-C. Any products that can be included in EEP-A shall not be included in EEP-B or EEP-C.
Table 2 Classification of test units
Category of test units Definition of test unit categories
EEP-A All kinds of homogeneous materials constituting electrical and electronic products
EEP-B Colorless or colored anti-corrosion coatings on components of electrical and electronic products
EEP-C Small components or materials in electrical and electronic products that cannot be further disassembled under existing conditions a
a For example, units with a volume less than or equal to 4 mm3.
5.3.2 Conformity judgment rules
When the test results of the content of hazardous substances in all test units disassembled from an electrical and electronic product according to the requirements of 5.3.1 meet the requirements of Table 3, the product is judged to meet the requirements of 5.1; if the test results of the content of hazardous substances in any one of the test units fail to meet the requirements of Table 3, the product is judged not to meet the requirements of 5.1.
