Certification rules for interior material of motor vehicles
1 Application scope
The Rules are applicable to interior and exterior materials (hereinafter referred to as interior materials) made of organic materials or organic composite materials used in automobiles, motorcycles and electric bicycles. It may also be used as reference for products made of organic materials or organic composite materials used on off-road vehicles (such as construction machinery, agricultural machinery, etc.).
Any adjustment to the application scope caused by any change(s) in laws and regulations, related product standards, technologies, industrial polices and other factors shall be subject to the announcement issued by the China Quality Certification Centre (CQC).
2 Certification mode
The certification modes of vehicle interior material products are as follows:
Certification mode 1: type test + production conformity inspection + post-certification supervision. It is applicable to all products.
The basic certification steps include:
a. Application for certification
b. Type test
c. Production conformity inspection
d. Evaluation and approval of certification results
e. Post-certification supervision
According to the different organization and production modes and product characteristics of products, differentiated production conformity inspection and post-certification supervision may be adopted in specific implementation.
Certification mode 2: type test + initial factory inspection + post-certification supervision. It is applicable to aftermarket products and interior and exterior materials for motorcycles, electric bicycles and other vehicles.
The basic certification steps include:

Certification mode 3: type test + post-certification supervision. It is only applicable to aftermarket products.

3 Application for certification
3.1 Certification unit division
In principle, vehicle interior material products produced by the same producer (manufacturer) and the same manufacturing enterprise (workplace) without significant differences in the following aspects are regarded as one certification unit:
(1) Structure of the product (number of layers or pieces);
(2) Material, thickness and processing technology of each layer of materials;
(3) Connection mode between layers (or pieces).
The applicant shall file the application for certification according to the principle of unit division. Multiple models of products may be included in the same unit. The same model refers to the products that have no impact on the standard compliance in design.

The same products produced by the same producer and different manufacturing enterprise (they shall be manufactured with the same production process and the same key parts by the same raw material suppliers), or the same products produced by different producer and the same manufacturing enterprise, shall be divided into different application units, however, the type test may only be carried out on the sample of one unit. For the products of other manufacturing enterprises/producers, the data shall be provided for conformity inspection.

1.適用范圍
本規(guī)則適用于汽車(chē)、摩托車(chē)，電動(dòng)自行車(chē)上使用的由有機(jī)材料或有機(jī)復(fù)合材料制成的內(nèi)飾及外飾材料產(chǎn)品（以下簡(jiǎn)稱(chēng)內(nèi)飾材料）。非道路車(chē)輛（如工程機(jī)械、農(nóng)用機(jī)械等）上使用的由有機(jī)材料或有機(jī)復(fù)合材料制成的產(chǎn)品可參照使用。
由于法律法規(guī)或相關(guān)產(chǎn)品標(biāo)準(zhǔn)、技術(shù)、產(chǎn)業(yè)政策等因素發(fā)生變化所引起的適用范圍調(diào)整，應(yīng)以中國(guó)質(zhì)量認(rèn)證中心（CQC）發(fā)布的公告為準(zhǔn)。
2.認(rèn)證模式
車(chē)輛內(nèi)飾材料產(chǎn)品的認(rèn)證模式如下：
認(rèn)證模式1：型式試驗(yàn)＋生產(chǎn)一致性檢查＋獲證后的監(jiān)督。適用于所有產(chǎn)品。
認(rèn)證的基本環(huán)節(jié)包括：

根據(jù)產(chǎn)品的組織生產(chǎn)方式和產(chǎn)品特點(diǎn)的不同，具體實(shí)施中可采用差異化的生產(chǎn)一致性檢查和獲證后監(jiān)督。
認(rèn)證模式2：型式試驗(yàn)＋初次工廠檢查＋獲證后監(jiān)督。適用于后市場(chǎng)產(chǎn)品以及摩托車(chē)、電動(dòng)自行車(chē)、其他車(chē)輛用內(nèi)飾及外飾材料產(chǎn)品。

3.認(rèn)證申請(qǐng)
3.1認(rèn)證單元?jiǎng)澐? 原則上，同一生產(chǎn)者（制造商）、同一生產(chǎn)企業(yè)（場(chǎng)所）生產(chǎn)的在以下方面沒(méi)有顯著差異的車(chē)輛內(nèi)飾材料產(chǎn)品為一個(gè)認(rèn)證單元：
（1）產(chǎn)品的結(jié)構(gòu)（層數(shù)或塊數(shù)）；
（2）各層材料的材質(zhì)、厚度和加工工藝；
（3）層（或塊）間的連接方式。
認(rèn)證委托人應(yīng)依據(jù)單元?jiǎng)澐衷瓌t提出認(rèn)證委托。同一單元中可包含多個(gè)型號(hào)的產(chǎn)品。同一型號(hào)是指在設(shè)計(jì)上對(duì)標(biāo)準(zhǔn)符合性沒(méi)有影響的產(chǎn)品。
相同生產(chǎn)者、不同生產(chǎn)企業(yè)生產(chǎn)的相同產(chǎn)品（應(yīng)具備相同的生產(chǎn)工藝和相同關(guān)鍵零部件/原材料供應(yīng)商），或不同生產(chǎn)者、相同生產(chǎn)企業(yè)生產(chǎn)的相同產(chǎn)品，應(yīng)為不同申請(qǐng)單元，但可考慮僅在一個(gè)單元的樣品上進(jìn)行型式試驗(yàn)，其他生產(chǎn)企業(yè)/生產(chǎn)者的產(chǎn)品需提供資料進(jìn)行一致性核查。
3.2申請(qǐng)認(rèn)證提交資料
認(rèn)證委托人通過(guò)網(wǎng)絡(luò)（www.cqc.com.cn）向CQC提出認(rèn)證委托，認(rèn)證委托人需按要求填寫(xiě)必要的企業(yè)信息和產(chǎn)品信息。CQC依據(jù)相關(guān)要求對(duì)申請(qǐng)進(jìn)行審核，發(fā)出受理或不予受理的通知，或要求認(rèn)證委托人整改后重新提出認(rèn)證申請(qǐng)。
認(rèn)證委托人應(yīng)在申請(qǐng)受理后按認(rèn)證方案的要求向CQC和/或委托實(shí)驗(yàn)室提供有關(guān)申請(qǐng)資料和技術(shù)材料，通常包括：
（1）認(rèn)證申請(qǐng)書(shū)；
（2）認(rèn)證委托人、生產(chǎn)者、生產(chǎn)企業(yè)的下述注冊(cè)證明及相關(guān)文件：
a.營(yíng)業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證書(shū)（初次申請(qǐng)及有變更時(shí)）；
b.若三者不一致時(shí)，還需提交相關(guān)各方簽訂的有關(guān)協(xié)議書(shū)或合同（如委托加工協(xié)議書(shū)、授權(quán)書(shū)等）（適用時(shí)）；
c.認(rèn)證委托人為銷(xiāo)售者、進(jìn)口商時(shí)，還須提交銷(xiāo)售者和生產(chǎn)者、進(jìn)口商和生產(chǎn)者訂立的相關(guān)合同副本（初次申請(qǐng)及有變更時(shí)）；
d.代理人的授權(quán)委托書(shū)（適用時(shí)）；
e.對(duì)于境外生產(chǎn)企業(yè)，能夠承擔(dān)法律責(zé)任的國(guó)內(nèi)的實(shí)體證明（相關(guān)法律法規(guī)有要求時(shí)）。
（3）每個(gè)認(rèn)證單元需按實(shí)施規(guī)則附件1的要求提供產(chǎn)品描述、照片及產(chǎn)品圖紙等技術(shù)資料。同一單元中包含多個(gè)型號(hào)/規(guī)格的，還需提供不同型號(hào)間的差異描述。需按照CQC發(fā)出的具體的技術(shù)文件格式填寫(xiě)，并提交電子版資料。
（4）關(guān)鍵零部件/原材料清單
每個(gè)認(rèn)證單元需按本規(guī)則附件1的要求提供關(guān)鍵零部件/原材料清單。
對(duì)于在境內(nèi)購(gòu)買(mǎi)獲得的強(qiáng)制性產(chǎn)品認(rèn)證范圍內(nèi)的關(guān)鍵零部件/原材料，生產(chǎn)企業(yè)應(yīng)提供強(qiáng)制性產(chǎn)品認(rèn)證證書(shū)；對(duì)于其他零部件/原材料，生產(chǎn)企業(yè)可提供相應(yīng)的自愿認(rèn)證證書(shū)或符合GB/T 27025（IS0/IEC 17025）認(rèn)可的實(shí)驗(yàn)室出具的有效期內(nèi)檢測(cè)報(bào)告。
（5）按實(shí)施規(guī)則附件2編寫(xiě)的生產(chǎn)一致性控制計(jì)劃（適用于認(rèn)證模式1的初次申請(qǐng)及有變更時(shí)）
（6）工廠檢查調(diào)查表（適用時(shí)）；
（7）其他需要的文件。
4.型式試驗(yàn)
4.1型式試驗(yàn)方案
對(duì)于需要進(jìn)行型式試驗(yàn)的認(rèn)證委托，申請(qǐng)資料審核合格后，CQC應(yīng)按照單元?jiǎng)澐衷瓌t，根據(jù)認(rèn)證標(biāo)準(zhǔn)，制定型式試驗(yàn)方案，并通知認(rèn)證委托人。型式試驗(yàn)方案包括單元或單元組合送樣/抽樣的樣品要求、檢測(cè)標(biāo)準(zhǔn)及項(xiàng)目、實(shí)驗(yàn)室信息等。申請(qǐng)單元中只有一個(gè)型號(hào)的，送本型號(hào)的樣品。同一單元中包含多個(gè)型號(hào)/規(guī)格時(shí)，樣品應(yīng)選取具有代表性的型號(hào)/規(guī)格，并且選取的樣品應(yīng)盡量覆蓋其他產(chǎn)品的結(jié)構(gòu)參數(shù)及關(guān)鍵零部件/原材料生產(chǎn)者。
4.2型式試驗(yàn)樣品要求
4.2.1型式試驗(yàn)樣品應(yīng)是委托認(rèn)證的生產(chǎn)企業(yè)按照正常加工方式生產(chǎn)的產(chǎn)品。認(rèn)證委托人應(yīng)保證其所提供的樣品與實(shí)際生產(chǎn)產(chǎn)品的一致性，不得借用、租用、購(gòu)買(mǎi)樣品等方式用于檢測(cè)。CQC和/或?qū)嶒?yàn)室應(yīng)對(duì)認(rèn)證委托人提供樣品的真實(shí)性進(jìn)行審查。實(shí)驗(yàn)室對(duì)樣品真實(shí)性有疑義的，應(yīng)當(dāng)向CQC說(shuō)明情況，并做出相應(yīng)處理。
4.2.2送樣/抽樣方式
認(rèn)證委托人應(yīng)按照型式試驗(yàn)方案的要求準(zhǔn)備樣品并送往委托的實(shí)驗(yàn)室。如認(rèn)證委托人提出需求，CQC也可安排檢查員在按5.3條進(jìn)行生產(chǎn)一致性工廠現(xiàn)場(chǎng)檢查時(shí)進(jìn)行抽樣，此種情況下，抽樣應(yīng)在生產(chǎn)一致性現(xiàn)場(chǎng)檢查結(jié)論為合格，或者存在不符合項(xiàng)，需以書(shū)面方式驗(yàn)證糾正措施有效性的前提下進(jìn)行。
原則上，生產(chǎn)企業(yè)應(yīng)確保在收到型式試驗(yàn)方案的20天內(nèi)將樣品送委托實(shí)驗(yàn)室進(jìn)行型式試驗(yàn)。如認(rèn)證委托人因特殊情況未在規(guī)定時(shí)間內(nèi)送出樣品，需向CQC提供其延遲送樣的充分理由。
4.2.3型式試驗(yàn)樣品規(guī)格和數(shù)量
4.2.3.1應(yīng)保證能從送樣/抽樣的內(nèi)飾零件上，對(duì)于同一設(shè)計(jì)燃燒速度的材料，取下至少5塊標(biāo)準(zhǔn)試樣。標(biāo)準(zhǔn)試樣為一矩形，其尺寸長(zhǎng)為356mm，寬為100mm，試樣厚度為零件厚度，但不超過(guò)13mm。
4.2.3.2若內(nèi)飾件的形狀和尺寸不足以制成規(guī)定的上述試樣，則應(yīng)保證下列最小尺寸試樣：
a如果內(nèi)飾件寬度介于3mm～60mm，長(zhǎng)度應(yīng)至少為356mm，在這種情況下試樣要盡量做成接近內(nèi)飾件的寬度。
b如果內(nèi)飾件寬度大于60m，長(zhǎng)度應(yīng)至少為138mm。
4.2.3.3若產(chǎn)品的形狀和尺寸不能滿足上述要求，可用同材料同工藝制作結(jié)構(gòu)與產(chǎn)品一致的標(biāo)準(zhǔn)試樣，厚度取產(chǎn)品的最小厚度且不得超過(guò)13mm。此種情況證書(shū)和型式試驗(yàn)報(bào)告中須注明制樣情況
4.2.3.4同一單元中包含多個(gè)型號(hào)的，認(rèn)證委托人還應(yīng)依據(jù)試驗(yàn)方案的要求送主檢型號(hào)外其他型號(hào)的產(chǎn)品或部件做差異試驗(yàn)。
4.2.4關(guān)鍵零部件/原材料相關(guān)要求
對(duì)于試驗(yàn)方案中涉及到關(guān)鍵零部件/原材料，若生產(chǎn)者或生產(chǎn)企業(yè)可提供符合要求的強(qiáng)制性產(chǎn)品認(rèn)證證書(shū)或指定認(rèn)證機(jī)構(gòu)頒發(fā)的自愿認(rèn)證證書(shū)，CQC在審核相應(yīng)證書(shū)的基礎(chǔ)上采信認(rèn)證結(jié)果，可免除相應(yīng)零部件/原材料的檢測(cè)項(xiàng)目。對(duì)于CQC規(guī)定的特定零部件/原材料檢測(cè)項(xiàng)目也可接受獲得實(shí)驗(yàn)室認(rèn)可（ISO/IEC 17025）的檢測(cè)機(jī)構(gòu)出具的有效的檢測(cè)報(bào)告。
4.3依據(jù)標(biāo)準(zhǔn)及檢測(cè)項(xiàng)目

上述標(biāo)準(zhǔn)原則上應(yīng)執(zhí)行其最新版本。當(dāng)需使用標(biāo)準(zhǔn)的其他版本時(shí)，則應(yīng)按CQC規(guī)定的適用相關(guān)標(biāo)準(zhǔn)特殊要求執(zhí)行。
型式試驗(yàn)項(xiàng)目為上述依據(jù)標(biāo)準(zhǔn)的適用條款。
對(duì)于未納入本規(guī)則的涉及內(nèi)飾材料產(chǎn)品的安全、環(huán)保的國(guó)家法律、法規(guī)及相關(guān)標(biāo)準(zhǔn)，生產(chǎn)者應(yīng)自覺(jué)執(zhí)行且符合要求。
4.4型式試驗(yàn)的實(shí)施
4.4.1型式試驗(yàn)應(yīng)在CQC委托的實(shí)驗(yàn)室完成。實(shí)驗(yàn)室對(duì)樣品進(jìn)行型式試驗(yàn)，應(yīng)確保檢測(cè)結(jié)論真實(shí)、準(zhǔn)確，對(duì)檢測(cè)全過(guò)程做出完整記錄并歸檔留存，以及保證檢測(cè)過(guò)程和結(jié)果的記錄具有可追溯性。型式試驗(yàn)過(guò)程發(fā)現(xiàn)異常情況時(shí)，應(yīng)及時(shí)與CQC溝通，并作相應(yīng)處理。
4.4.2若有試驗(yàn)項(xiàng)目不合格，允許認(rèn)證委托人在對(duì)不合格產(chǎn)生原因分析后進(jìn)行整改，整改完成后重新進(jìn)行試驗(yàn)。凡需重新試驗(yàn)的，實(shí)驗(yàn)室須將試驗(yàn)情況通報(bào)CQC，由CQC重新確認(rèn)試驗(yàn)方案。
認(rèn)證委托人一般情況下應(yīng)在CQC規(guī)定時(shí)間內(nèi)完成整改，并向委托實(shí)驗(yàn)室和/或CQC提交有效的整改資料和/或樣品，超過(guò)該期限的視為認(rèn)證委托人放棄認(rèn)證委托，終止認(rèn)證。認(rèn)證委托人也可主動(dòng)終止認(rèn)證委托。對(duì)于抽樣方式的整改樣品，應(yīng)由CQC安排人員進(jìn)行現(xiàn)場(chǎng)抽樣，如已完成工廠檢查，需根據(jù)不合格項(xiàng)目及原因，評(píng)價(jià)判斷是否需補(bǔ)充
